To enable Adobe Flash you need to do so through the Content settings. This can be done through Chrome's settings by clicking on the veritcal 3 dotted line on the top right of the browser window, and then click Settings, click on Show Advanced Settings and then click on Content settings as seen below:

Alternatively you can enter the following in your address bar:
chrome://settings/content
Scroll down to the Flash section and ensure "Allow sites to run Flash" is selected. See below:

By default "Ask first before allowing sites to run Flash" is selected, but in my experience a good number of sites don't prompt you to allow flash and as a result end up not working.
