Install system-config-samba Ubuntu 16.04

A couple of steps to get system-config-samba to work in Ubuntu 16.04.

sudo apt-get install system-config-samba

sudo touch /etc/libuser.conf

sudo chown root:root ~YOUR-USERNAME/.config/ibus/bus
